Well ... multiple factors, including that we did not want two from one place and one from another ... China would be one of my first choices, actually.
I recently heard that parental age is not so big a factor in the age of the child you are given, but would not mind a somewhat older child. And of course, COST. Except, if we all travel, costs will be higher!
I do think China will be less dramatic of a process, which is both good AND less fun ...
I have been to China and I really loved the place and its people. And India. And Guatemala.
